Barbara S. Otte, age 63 of Proctor, WV died Wednesday, October 21, 2020 in Ruby Memorial Hospital, Morgantown, WV. She was born August 24, 1957 in Marshall County, WV the daughter of Charles “Chub” and Marilyn Holmes Rulong. She was retired from the Health Plan; and was secretary/treasurer of the Marshall County Farm Bureau. She was preceded in death by a sister, Kathleen Richards; and an infant son, Richard Burton. In addition to her parents, survivors include her husband of 34 years, Richard Otte; a daughter, Jessica Otte of Proctor; a sister, Leann Wallace of Moundsville; several nieces and nephews, brothers & sisters-in-law; and cousins Family will receive friends on Sunday from 3-8pm at Grisell Funeral Home & Crematory, 400 Jefferson Ave., Moundsville where funeral services will be held Monday at 11am with Pastor Mike Eskridge officiating. Interment in Halcyon Hills Memorial Park, Sherrard. Memorial contributions may be made to Marshall County 4-H Dog Club, c/o Sandy Gower, 332 Poplar Ave., Moundsville, WV 26041.
